The Centre focuses on issues related to strategic technologies that have a potential impact on national security. Its main focus is on critical technologies and space technologies. The Centre is engaged in tracking and trend analysis of issues related to Space Security and Cyber Security. The other mandate of the Centre is to undertake research on Biological and Chemical Weapons with a focus on studying the dangers of proliferation and terrorism. The Centre is responsible for the publication of the CBW Magazine – a bi-annual magazine which covers a wide range of issues related to Chemical and Biological Weapons.

A Comprehensive Approach to Internet Governance and Cybersecurity

The pressing issues around cyberspace revolve around internet governance, cybersecurity and drawing up rules of the road for the new domain of cyberwar. While each of these is at a different stage in its evolution cycle, cyberspace itself is facing a watershed moment as insecurities mount. The fragmentation of cyberspace seems inevitable unless there is accelerated movement on resolving the fundamental issues of internet governance and cybersecurity that have been hanging fire for well over a decade.

Cyberspace: Post-Snowden

Just as the world was beginning to understand the various dimensions of cyberspace in general, and internet governance in particular, it received the rude shock of the Snowden revelations about the global surveillance carried out by the United States National Security Agency (NSA) in the name of counterterrorism. All kinds of electronic communications of US citizens and non-citizens alike were monitored. Phone tapping and electronic interception were part of this huge operation to collect a haystack of data in the hope of detecting terrorist links to protect national security.

Cyberspace: The New Strategic Realm in US–China Relations

In June 2013, President Obama met with President Xi Jinping at Sunnylands, California. The meeting was seen as a chance for the two leaders to get to know each other in a relatively informal setting so they could address the growing mistrust between their countries. While maritime disputes, trade tensions and differences over how to contain the North Korean and Iranian nuclear programmes were high on the agenda, cyber security—in particular Chinese cyber espionage—was the defining issue of this unusual summit.

National Perceptions of Cyber Threats

The issue of cybersecurity as an issue for international security has captured the attention of policy makers around the world. A 2011 United Nations (UN) assessment found that only 68 of the 193 UN member states had cybersecurity programmes. By 2012, this had increased to 114 countries. Of the nations with cybersecurity programmes, roughly 40 have publicly identified cybersecurity as a military concern in national military strategies or defence white papers.

One reason for this is the concern that modern information and communications technology may be used in order to harm open societies. This concern also involves actual IT systems and the information generated being targets of advanced attacks. That way functions that are important to society could be affected. Space Awareness: A Need for a Multilateral Mechanism

This article discusses the utility and limitations of existing space surveillance networks to address the issue of spaceflight safety and proposes a way forward. Specifically, it begins with a brief explanation of why space situational awareness (SSA) is important and draws attention to the existing major SSA networks followed by a brief summary of the major limitations of the US, Russian and Chinese networks. These limitations highlight why we collectively need to craft a better and more efficient mechanism. Finally, it concludes with a techno-political elucidation for the future.

Space Sustainability: Consent to Security Insurance

On 6 June 2012 the European Union (EU) launched a multilateral diplomatic process to discuss and negotiate an International Code of Conduct (CoC) for outer space. This CoC is designed as a complementary mechanism for the existing framework and for ensuring the security, safety and sustainability of all outer space activities. Space sustainability is about ensuring that outer space is used for the advancement of society and providing society with the various benefits of space technologies.

Challenges for the Chemical Weapons Convention (CWC)

Chemical science has a direct relationship with human life. In order to celebrate the value of chemistry, the United Nations (UN) has declared 2011 as the ‘International Year of Chemistry’. Various bodies of the UN including UNESCO and other organisations like the International Union of Pure and Applied Chemistry (IUPAC) and the Organisation for the Prohibition of Chemical Weapons (OPCW) have been entrusted with popularising the science of chemistry.

Taking the Arms Control Debate Forward: The Hague Code of Conduct and India

This article evaluates the opportunities associated with The Hague Code of Conduct (HCoC) for India. HCoC is a stand-alone agreement against ballistic missile proliferation. Since the 1974 Pokharan nuclear tests it has been tricky for India to get into the non-proliferation mainstream. The success of the 2005 Indo-US nuclear deal is a first step towards global acceptability of India's non-proliferation and disarmament policies. Now, it is important for India to start supporting the international norms which do not affect their strategic programmes.

The US Space Priorities under the Obama Administration

The 21st century may not hold the same strategic logic of the 1960s and 1970s towards discovering outer space. Over a period of time, particularly after the end of the Cold War, space appears to have lost some, if not all, of its strategic significance. During 2004, the then US president, George W. Bush, had argued that the 21st century moon exploration initiative by the US should be viewed as part of a journey and not a race. Mostly, the peaceful voyage of global activities in space got a jolt when China conducted an anti-satellite test (ASAT) during January 2007.

Cyber Wars: A Paradigm Shift from Means to Ends

The last couple of decades have seen a colossal change in terms of the influence that computers can have on the battlefield, with defence pundits claiming it to be the dawn of a new era in warfare. Under these circumstances, there has been a gradual paradigm shift in military thinking and strategies from the strategic aspect to the tactical aspect of cyber warfare, laying more emphasis on it being a potent force multiplier. The author believes this is wrong and rather than cyber warfare being an enhancement of traditional operations, the latter will be force multipliers of cyber warfare.

Outlook for the Seventies: Strategic and Technological

So far the Chinese have carried out ten nuclear tests which include one underground test, one test of a nuclear-tipped missile and three thermo-nuclear tests. In other words, the Chinese are on a comprehensive weapons programme, which will give them thermo-nuclear warheads from the megaton range down to small yield nuclear weapons of a few kiloton range and even fractional kiloton range. They are now engaged in improving the compactness of their warheads.

China’s Posture in Space and its Implications

As part of its peaceful rise strategy, China has made resolute investments in the field of science and technology. One major aspect of this technological quest has been its investments in space technologies. China's success in this field is remarkable and has brought glory to the nation. However, at the same time, the anti-satellite test (ASAT) undertaken by China, during January 2007, has raised the fears of the weaponization of space.

China’s Outer Space Activities: Motivations, Goal, and Policy

One important feature of China's outer space policy is to carry out cooperation with all countries. In the cooperation, China pays great attention to the rights and demands of developing countries in the high-technology area. With more actors in outer space, it is necessary and urgent to improve the existing legal system regulating the relations of countries and non-state actors. China's attitude to outer space activities is driven by both domestic and international elements. Development, defence, and technological innovation are the three major goals of China's outer space programmes.

A Phased Approach to India’s Missile Defense Planning

India's missile defence explorations had long been hindered by its limited access to advanced interception technologies and slow pace of indigenization. India is now developing lower- and upper-tier systems for air and missile defence applications, while also aspiring for longer range exoatmospheric interception capability. However, considering that India's requirements are skewed towards lower tier threats, it is prudent to have an all-inclusive architecture that can meet all realistic threats (including air-breathing), with limited financial and political implications.

Ballistic Missile Defence: Perspectives on India-Japan Cooperation

Both India and Japan have evinced interest in deploying defences against ballistic missiles because of the threat they pose. Significantly, both have shifted their stance on US Ballistic Missile Defence (BMD), from previous opposition to active support. Notwithstanding certain basic differences between India and Japan on the nature and degree of interest and participation at present, shared interests offer an opportunity for them to cooperate with each other on the BMD issue to further consolidate the 'strategic partnership' understanding they have evolved.

Chinese Concepts and Capabilities of Information Warfare

The People’s Liberation Army (PLA) has been sensitive to continuous changes in geo-political and geo-strategic contexts, as well as the changing nature of warfare. It has fashioned its responses by evolving appropriate military doctrines and strategies to meet future threats and challenges. Thus, China’s military doctrine has over the years undergone a transition from people’s war to ‘people’s war under modern conditions’ and thereafter from ‘limited local war’ to ‘limited war under high tech conditions’.

The New US Agenda: Militarising Space

Space science, like nuclear science and all technology, has no conscience of its own. Whether it will become a force for good or ill depends on man, and only if the United States occupies a position of preeminence can we help decide whether this new ocean will be a sea of peace or a new terrifying theatre of war.
