Undoubtedly a premier research institution in the country, it occupies a distinctive place in the community of prominent global think tanks as a leading centre for strategic research.

The Arctic and India: Strategic Awareness and Scientific Engagement

A global temperature rise is being experienced earliest and most intensely in the Arctic region. The changes are worrying but the commercial interests are equally enticing. The Arctic is witnessing the convergence of the geophysical, the geo-economic and the geostrategic in strange and dramatic ways, making it a paradox and an antithesis. For India, the Arctic is distant when it comes to economic interests and near when it comes to climate change.

India and the Allied Occupation of Japan 1945–52 by T.R. Sareen

Relying on a wide range of archival material, the author draws our attention in this thoughtful book to the lesser known yet rich historical dimension of India–Japan relations. He investigates the presence of Indian troops as part of the British Commonwealth Occupation Forces (BCOF) in Japan during 1945–1947 and relates the fascinating story of Justice R.B. Pal’s dissenting judgement at the International Military Tribunal for the Far East (IMTFE). The author also explains why India did not sign the Japanese peace treaty at San Francisco in 1951 despite being sympathetic to its terms.

India–Pakistan Human Rights Imbroglio in Geneva

Dr. Arvind Gupta (AG):
You were India’s Permanent Representative (PR) at Geneva from 1992 to 1995, a momentous period for India. As PR, you faced a number of challenges vis-à-vis Pakistan, which tried to capitalise on fault lines in India, particularly in the aftermath of the destruction of the Babri Mosque as well as the Bombay (now Mumbai) riots. Could you take us through your experience at that time, the international atmosphere, and also how India was being viewed abroad?

A Comprehensive Approach to Internet Governance and Cybersecurity

The pressing issues around cyberspace revolve around internet governance, cybersecurity and drawing up rules of the road for the new domain of cyberwar. While each of these is at a different stage in its evolution cycle, cyberspace itself is facing a watershed moment as insecurities mount. The fragmentation of cyberspace seems inevitable unless there is accelerated movement on resolving the fundamental issues of internet governance and cybersecurity that have been hanging fire for well over a decade.
