Constantino Xavier is a Portuguese Fulbright scholar and Ph.D. candidate at the School of Advanced International Studies, Johns Hopkins University, in Washington DC. His areas of research and publication include India’s foreign policy decision-making processes and institutions, South Asian security, and the political dimensions of migration and diasporas. He has an MA and M.Phil. in International Politics from Jawaharlal Nehru University, with prior undergraduate studies in Lisbon and Paris. While in India (2004-08) he also worked as press and information adviser to the Embassy of Portugal during the EU Presidency. At IDSA, he is studying the institutional origins and determinants of India’s Africa policy.
