This article looks at India’s interests and strategy in the South China Sea (SCS). First, it highlights India’s maritime interests and discusses the relevance of the SCS to these interests. It then examines some key ingredients of India’s evolving policy initiatives in the region. The article argues that with a considerable expansion of India’s engagement with the South China Sea littoral states, India appears to be genuinely emerging as an indispensable element in the strategic discourse of this region.

As the India-China relationship continues to grow in the new Asian dynamics, Mr. Hu Jintao's maiden visit will indeed help to keep the momentum of improving ties going. The main thrust of both governments will be to establish greater political trust for future co-operation. Two-way trade between India and China is likely to touch US $24 billion this year. There are high expectations on both sides. Manmohan Singh and Hu know each other well. They have met and held talks five times during the last two years.

In his latest address to the Indian Council of World Affairs on India's regional policy, Foreign Secretary Shyam Saran reflected that the government had a long-term vision of an integrated South Asia, in which geographical boundaries would become irrelevant. With this in mind, New Delhi has put in place a number of measures to help connect with other countries in the region. Significantly, the Foreign Secretary's speech highlighted India's changing policies towards China.
