China’s National Interests and Threat Perceptions
Background
Ms. Rukmani Gupta is a doctoral candidate at the Centre for East Asian Studies at the Jawaharlal Nehru University, New Delhi. Her doctoral thesis explores the domestic Chinese discourse on the United States’ interaction with international economic and political institutions. Chinese commentary on power and hegemony forms an important element of her doctoral research. As a recipient of the India-China Government Scholarship she pursued language studies and research at Dalian, Liaoning (PRC) for two years [2007-09]. A Confucius Institute scholarship in 2010 enabled her to hone her Chinese language skills at the Beijing Language and Culture University. Ms Gupta’s current project at IDSA is focused on the conception of Chinese national interests and threat perceptions. Extensive travel in Mainland China has given her an interest in issues of social stability and regime legitimacy, especially the articulation of these in China’s domestic and foreign policy.
Prior to joining IDSA, Ms Gupta had worked at the Institute of Peace and Conflict Studies, New Delhi, most recently as a Research Fellow. Apart from undertaking research on China’s foreign policy, she had also been responsible for facilitating joint research with Chinese scholars and managing China-related projects funded by the Brookings Institution and the MacArthur Foundation.
An alumnus of Lady Shri Ram College for Women, University of Delhi (DU), Ms Gupta ranked first in the college at the undergraduate level and was awarded the “Smt. Manorama Desai Prize” for the Best Student in History (Hons.) in 2002.

National Interests and Threat Perceptions: Exploring the Chinese Discourse

The purpose of this study is to review the conceptualization and debates within China on its national interests and the threats perceived to these. It is hoped that an insight into how Chinese scholars and leaders view the current situation in their country and the world will help to better understand the motivations and constraints that China may face in formulating its policies – both domestic and foreign.

Examining the Prospects of South Korea “Going Nuclear”

In the aftermath of recent North Korean actions and threats, there has been in recent times some open debates and discussions about the prospects of South Korea “going nuclear” i.e. developing its own nuclear weapons. This brief argues that short of abrogating all its bilateral and multilateral treaties and obligations with heavy costs, the prospects of it doing so in the short/medium term are not that easy and may not be cost effective.

China’s Defense White Paper: An Assessment

The latest White Paper differs from previous documents in notable ways. It has little to offer by way of greater transparency related to numbers and policies. The document suggests a more confident China positioning for greater activism in global affairs.

China’s National Interests: Exploring the Domestic Discourse

China's emergence as a global actor has fuelled much speculation over its ‘intentions’ in the long term. Arguably, debates on the issue have centred around China's growing military and economic power and concurrent challenges to the maintenance of the existing status quo in the international system. This article seeks to understand China's foreign policy motivations by studying the conceptualisation of ‘national interest’ within China.

India As An Asia Pacific Power

India's rise as a regional and global power could potentially alter the geopolitical landscape of the Asia-Pacific. With its economic growth and concomitant investments in military modernisation, many see India as evolving into a strategic pole in Asia. David Brewster in this volume sets out to examine ‘the consequences of India's rise on the Asia Pacific strategic order’ (p. ix) and asks whether India will indeed join the ranks of major powers in the coming years.
