Background
An alumnus of National Defence Academy (NDA) Kharakwasla and Defence Services Staff College (DSSC) Wellington he was commissioned into the Indian Navy in 1987. The officer is a Naval Aviator who flies helicopters. He has commanded two ships and a frontline Indian Naval Air Squadron. He has served as Joint Director Naval Plans at the Integrated HQ of MoD (Navy) and also been Directing Staff at Defence Services Staff College (DSSC), Wellington. He was member of the XI Indian Antarctic Summer Expedition in 1991 and has attended the South Asia Regional Governance And Management Defence Course Conducted by The British Government At Colombo in 2005. He represented the Indian Navy in the first international HOSTAC (helicopter operations from ships other than aircraft carriers) conference held at Norfolk, USA in 2008.

Building capabilities, interoperability and a conceptual framework for participation in these operations is gaining increasing urgency among Indian policymakers. The Indian armed forces have a wide experience of disaster relief operations both at home and abroad, where they have been the core of relief operations.

China and India: Maritime Commonalities and Divergences

When a nation embarks upon the process of shifting from an “inward-leaning economy” to an “outward-leaning economy,” the arena of national security concerns begins to move to the oceans . The expanding economies and ever increasing demand for natural resources has rekindled the maritime vision of these growing nations. The rediscovery of a maritime vision leading to increased inroads in the maritime domain by both these nations could be viewed as being based on maritime commonalities. Along with the commonalities there are divergences in strategic thought and approach.

Piracy: A Fresh Look is Essential

A fresh look is required at the international level to deal with this scourge effectively. It is time for India to take the lead and push for a change in tack both regionally and in international fora.
