Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether India has strongly shown its concern over continuous US military aid to Pakistan;
(b) if so, whether both External and Defence Ministries have expressed that Washington has been quietly sensitized to the political ramifications on the quantum jump of US military aid to Islamabad;
(c) whether inspite of the protests, US announced $2.20 million military aid to Pakistan for the next five years;
(d) if so, whether this question was also discussed with US President during his visit to India; and
(e) if so, the assurance given by US in this regard?

ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SMT. PRENEET KAUR)

(a) to (e) The United States Government has recently announced its intention to provide approximately US$ 2.3 billion in security assistance to Pakistan between 2012-2016. Government of India has consistently expressed its concern to the United States about the adverse impact of its military assistance to Pakistan. The U.S. has conveyed that it will seek to ensure that its security assistance to Pakistan is not utilized against India. Further in 2009, the United States Congress passed the Enhanced Partnership with Pakistan Act, which inter alia, stipulates, in the context of security assistance to Pakistan, that Pakistan should close terrorist camps, including those of Lashkar-e-Taiba and Jaish-e-Muhammed; cease all support to extremism and terrorist groups; and, prevent attacks into neighbouring countries. Government remains fully alert to all developments that have a bearing on India’s security and is fully prepared to safeguard it.
