Jihad Beyond Jammu & Kashmir

Despite the instant denial issued by the Pakistan-based Lashkar-e-Toiba (LeT) of its involvement in the November 26 Mumbai terrorist attacks, it is clear that the attacks were the latest manifestation of the terrorist grouping's engorged war – the extension of Jihad much beyond its traditional hunting ground of Jammu & Kashmir (J&K) to the Indian heartland. Abdullah Ghaznavi, speaking on behalf of the Lashkar, told TV channels in the early hours of November 27: ‘LeT condemns such acts and we have no link with those responsible for such acts’.

There can be no “grand bargain” with terrorism

In a report titled “President Obama’s Policy Options in Pakistan’s Federally Administered Tribal Areas (FATA)”, Hassan Aabbas, Fellow at the Michigan-based Institute for Policy and Understanding (ISPM), argues that the US “should help India, Pakistan and Afghanistan reconcile their differences in lieu of the tensions in the region.

David Miliband is not Right

British Foreign Secretary, David Miliband, arrived in India on his two-day visit on 13 January, barely a month and a half after the carnage in Mumbai. His visit was controversial for what he said during the visit and it was made worse by his article that appeared in The Guardian on the last day of his visit. It even provoked the normally restrained Ministry of External Affairs to comment that it could do without Miliband’s “unsolicited advice” and that his views were only “evolving”.

David Miliband’s visit to India

An article by the British Foreign Secretary, David Miliband, in The Guardian (January 15) in which he suggested, “resolution of the dispute over Kashmir would help deny extremists in the region one of their main calls to arms, and allow Pakistani authorities to focus more effectively on tackling the threat on their western borders” evoked swift responses in the media, political and foreign policy establishments in Delhi. The Ministry of External Affairs was quick in its response that, ”Mr. Miliband is entitled to his views, which are clearly his own and are evolving”.

Kashmir has nothing to do with stability in Afghanistan

The contention that stability in Afghanistan is linked to the resolution of the Kashmir issue is fallacious. It only serves the interests of a particular interest group, which has consistently tried to link stability in the subcontinent to the Kashmir issue, and which is now illogically stretching this argument to include stability in Afghanistan. This argument gives the impression that the dynamics in the two cases are interlinked, when they clearly are not.

Kashmir and the Idea of India

Recent developments in the State of Jammu and Kashmir have been a source of alarm on a variety of counts. Since the decline of militancy in the Valley in recent years, disaffection was known to have existed, but the extent of it was perhaps underestimated. A related factor of concern is that the uprising in the Valley was not Pakistan-sponsored, and yet generated pro-Pakistan sentiments. The vitiated relationship between Jammu and the Valley that could trigger such immense disruption of normal life was also unanticipated.

Changing US Perspective on Terrorism

Every year the United States releases a report on global terrorist activities as required by its domestic law. The latest report is titled Country Reports on Terrorism and includes developments in countries in which acts of terrorism occurred as well as countries that are state sponsors of terrorism. It also provides information on terrorist groups responsible for the death, kidnapping, or injury of Americans. An analysis of these reports over the last few years reveals significant changes in the American perspective on terrorism over the years, especially with reference to Pakistan.

The Need to Regulate Pakistan’s Use of Covert Action

Ever since the new democratically elected government assumed office in Pakistan, analysts have drawn up exhaustive priority lists of tasks before it. These range from restoring civilian pre-eminence over the military, countering terrorism, building democratic institutions, freedom of the media, and restoration of the judiciary. The new government, however, will do well to also order a review of the use of covert action as an instrument of state policy, which has been a major factor for the ills that afflict Pakistan and undermines its credibility in the international community.

Renewed Infiltration in Jammu and Kashmir and the Indian Response

In a turnaround of events, the recent encounter with terrorists in Samba area and the reported infiltration of a large group of terrorists through the international border (IB) of Jammu region is a clear indication that levels of infiltration in Jammu & Kashmir are likely to see an increase this summer. The situation in the State was fast moving towards normalcy and hectic political activities were on with more political parties and other groups joining the mainstream, in a run up to elections later this year.
