United Liberation Front of Asom (ULFA)

With the attempt at peace negotiations between the United Liberation Front of Asom (ULFA) and the Government of India stumbling, the insurgent group has once again chosen the path of violence. It has selectively targeted civilians belonging to a particular community to arm-twist the ruling authorities into conceding some of its immediate demands including talks on 'sovereignty of Assam'. Such violence once again exposes the ULFA's utter disregard for the most fundamental human right -- the right to life.

The recent bomb blast that ripped through two cars of the Haldibari-New Jalpaiguri passenger train on November 20, 2006 left the strategic community wondering as to who among the various insurgent outfits operating in the region was responsible for the heinous attack. Was it the communist rebels active in the province, or the militants fighting for an independent homeland of the Rajbanshis, the Kochs, or other ethnic minorities sheltering in the region, and were they acting at the behest, or in collusion with foreign intelligence agencies?

Efforts by the Government of India on the one hand and by non-governmental organizations on the other to bring the United Liberation Front of Asom (ULFA) to the negotiating table have not progressed very far. The rebel group continues its subversive agenda, targeting security forces personnel, bombing crowded market places, oil and gas pipelines and various state establishments and installations.

Apart from aiding and abetting terrorism in Kashmir, Pakistan's intelligence agency, the Inter Services Intelligence (ISI), has also been fully engaged in building terror infrastructures in the rest of India, including in the Northeast, which has long been infested with multiple insurgencies. This attempt to fish in the troubled waters of the Northeast poses a formidable challenge to India's integrity and security.

The management of India's international border along its North Eastern States has remained a crucial and complex issue. In an age of increasing interdependence, threats from unconventional sources pose a greater challenge to the country's security. An unmanaged border accentuates such threats by providing easy points of ingress and egress. Travel along India's borders with Bangladesh, Myanmar and Bhutan highlights the porous nature of these borders, which pass through difficult terrain of forest, rivers and mountains and make the task of guarding all the more challenging.

In the third round of talks held in New Delhi on June 22 with the 11-member People's Consultative Group (PCG), the Centre gave an assurance that it would engage with the United Liberation Front of Asom (ULFA) directly within a fixed time frame. Union Home Minister, Shivraj Patil, who represented the Centre, also told the PCG that their demand to release ULFA Vice Chairman Pradip Gogoi, Cultural Secretary Pranati Deka, Publicity Secretary Mithinga Daimary, Executive Committee Member Ramu Mech and Ideologue Bhimakanta Buragohain would be considered in consultation with the Assam Government.

Assam was wracked by a wave of bombings beginning June 8, which carried on for five days and left the State in turmoil. In all, there were 30 explosions, which killed eight persons and wounded almost 100. Besides this, at least 10 oil and gas installations and railway tracks were damaged. The manner in which these were executed leaves no doubts in anybody's mind that it was the handiwork of the United Liberation Front of Asom (ULFA). The police, who had intercepted ULFA messages, have also blamed the group for the blasts.

Disruption of terrorist networks - intra-regional, inter-regional and trans-national - should be supplementary to the overall counterterrorism strategy. Larger issues including socio-economic and cultural can only be addressed in the long-term. The immediate goal, however, has to be an effective localised response. Otherwise, efforts like Bhutan’s counter-terrorism operations against ULFA, NDFB and KLO - popularly called ‘Operation All Clear’- may only have a partial impact.
