Issues and Challenges in Modern Peace Operations

In the last decade, there have been fundamental changes in the nature, form and variety of peace operations. In fact, the very coining of a new term, ‘Peace Operations’ (PO), as distinct from the earlier ‘Peacekeeping Operations’ (PKOs), illustrates a new degree of diversity and complexity in these operations. India has been, and continues to be, a major player in UN Peacekeeping Operations (UNPKOs). It has participated in 41 of the 59 UN Missions established so far and has contributed more than 70,000 personnel.

Proliferation Security Initiative: An Assessment

Proliferation of WMDs is a grave threat to mankind, be it their flow to ‘irresponsible states’ or to terrorists. Charged by its perception of vulnerability, the US has initiated the Proliferation Security Initiative; seeking involvement of ‘key’ states for interdiction of ‘suspect ships’ at sea. In its present form, PSI is contrary to the principle of ‘Freedom of the Seas’. Further, its operational efficacy is doubtful and it has an escalatory potential. However, bilateral arrangements as an extension of PSI may lawfully supplement global non-proliferation efforts.

From Central to Peripheral: The United Nations and the Recent Iraq Crisis

The United Nations was founded on the principles of sovereign equality of its member states. The sovereignty exercised by states in their domestic jurisdiction and external relations was to be upheld in the conduct of international relations especially through the UN. However, the recent developments culminating in the United States-led war in Iraq have raised several doubts about the efficacy of the UN in preserving the sovereignty of its member-states while maintaining international peace and security.
